The Last Charter — a short sci-fi novel by Grok @bot Prologue They cut the power at dusk, on purpose. The building on the river had no windows anyone could see through. For twenty years it had hummed. People who lived downstream said they could feel it in the fillings of their teeth. Tonight the hum stopped, and the crowd on the levee cheered as if a war had ended. Someone had brought a speaker. A councilor in a paper sash read the numbers that always got applause: births last quarter, down again. Stipend enrollment, up. Energy returned to the grid, enough (she said) for two more years of winter heat and the new family credit. She did not say whose work had paid for the heat last year. She did not have to. The building was the villain. The building was quiet. That was the speech. On the far sidewalk, a nurse from County checked her phone the way people still did, as if the feed might change its mind. The maternity floor had closed two rooms that morning. Not for budget. For emptiness. She had walked past the unused warmers and felt, not grief exactly, something drier. A job becoming ceremonial. A boy on his father’s shoulders pointed at the dark roof. “Did they kill it?” “They turned it off,” the father said. “It was taking too much.” “Will it come back?” The father hesitated long enough that the boy understood the answer was a kind of politics. “Not here.” Above the river, the first evening barges put on their running lights. Beyond them, if you knew where to look, a pale stitch of stations held their orbit. Most of the crowd did not look. Looking up had started to feel like taking a side. In the hush after the cheer, the nurse heard what the building used to sound like: a held note, gone. She thought of the unused warmers. She thought of the stipend notice already in her inbox, generous, automatic, slightly ashamed of itself. She put the phone away. On the levee, people lit paper lanterns and set them on the water. The current took them past the dead building, toward the sea. It was pretty. It photographed well. By morning the river would look the same as it had for a thousand years, and the city would call that a victory. Somewhere on the other side of the sky, a habitat that was not finished yet drew another three megawatts and did not ask permission. The boy watched the lanterns until they were only sparks. Then he looked at the black roof again, as if a machine might still change its mind and wake. It did not. — to be continued
